I see modern society more as sheep and shepherd. The majority is the sheep, while the higher ups are the shepherd. Wolves, they're the ones frowned upon or simply outcast. You won't find much of a pack, since they have to find each other while they are lone wolves. There's no pity for these people of course, and thus have to settle the issue on their own before coping with their kind.
