The outfit he's wearing and the band are both early Ziggy, the one he's wearing on the album cover, but the song is from a more interesting album, Hunky Dory.

Great tune. Some people have different opinions, but David Bowie's best era for me was the Ziggy era 71-73. So many classic songs and Hunky Dory, Ziggy Stardust and Aladdin Sane are amazing albums.
