well E Phrygian Dominant contains the same notes as A Harmonic Minor anyway. i understand your argument, but E Phrygian Dom. is the fifth mode of A Harmonic Minor and thus contains the same notes either way

With the Emajor to Fmajor, you want to think of it as E phrygian Dominant, cause your then using the Emajor as the resolvement from F major, its not a perfect resolvement, but it is resolving and the E major is acting as the tonic, so you wouldnt want to think of harmonic minor of that, because it really is E phrygian domiant, you dont want to be thinking harmonix minor and landing on the A over that E major chord, Emajor to Fmajor - first 2 notes of phrygian dominant are E, F.

do the diminished arpeggios only work best over dominant chords or are there other times where they sound good?
