The show also showed the frustrations of agents in trying to get a case to stick to Luca, based on the FBI's futile efforts to bring down Outfit boss Tony "Big Tuna" Accardo and NY boss Carlo Gambino. Mann and Adamson tried to bring slices of the real mob (not the glam version of THE GODFATHER OR THE SOPRANOS) and why the dice roll the way they do; how and why a Ray Luca or Max Goldman can rise up from the streets and attain great power, legal and illegal. CS had multiple storylines and arcs and unfortunately, the great unwashed want an issue wrapped up in one show and on to the next. The reason The Sopranos did better was because it was on HBO and could be "streeted up" via profanity and sex but it also was more of a soap opera or melodrama whereas CS was a true crime drama, which delved into issues like the changing of the guard when Luca kills Bartoli or Luca's alliance w/the military (based on Chicago mobster Jon Roselli's work w/CIA).
