One could say it's about "sellouts" but that is way too malicious and accusatory for this kind of discussion. It is about people that get into a certain role with honest intentions but get swept up by the "system" and the grandeur of the role they seek to change. The term "Eagles become vultures" could easily be re-translated as "stars become black holes" The star never intended to become a black hole but it is an unforeseen natural progression that is an unfortunate inevitability of being a star.
