Not "always." From 1966 to 1980 (when a musician's strike stopped live music), lip syncing was actually banned from the show. Look up TOTP videos from those 14 years and you'll hear live singing. Often not as good as the studio tracks, but still good. For instance, search for "brotherhood of man united we stand" from 1970 and you get to hear and see Tony Burrows (lead singer for several studio bands) mess up the lyrics at one point. This video from 1985, though, was definitely lip synced.
