Scott Raynor in my opinion has so much more punk than Travis Barker

Green Day didn't invent pop-punk. Green Day's ONLY pop-punk album was Warning released in 2000, while Blink-182's first pop-punk album was Enema of the State.

They planned to go like this all the way, but then Green Day invented Pop-Punk, and they kindof followed them.

As a guitarist, I find the newer songs a bit on the more boring side to play, since Tom's playing has gotten simpler(not downing Tom, it's just the style they're playing now), while the old stuff is more challenging to keep up with, and things from EoTS and TOYPAJ were just straight up fun to play. That's just me though. Mark's playing style doesn't really seem to have changed and Travis is still Travis. I really miss Scott though. Travis can hardly play the old stuff at the speed he did.

From what I've seen, the older songs were more complex, play-wise. Each instrument was basically playing hard and fast from beginning to end. However, with their newer songs, each one has it's own time to play. Like in Feeling This, Travis drums at a relatively slow pace, while Tom throws in a few chords, and Mark does most of the work till the end when they all play together. Stuff like this takes more planning to get correctly so I can see why it takes longer. I still prefer old blink though.
