There is no law against it, they sing it all the time at my kids school. Usually during a special event or cultural event. They normally sing the US National anthem every day as expected.

The lyrics may possess universal qualities that transcend race and it may be used for inspiration for other ethnicities; however, it is largely unique, indelibly bathed and unequivically connected to the plight, struggles, experiences and triumphs of African-Americans.
