I noticed a lot of people fighting over what the title means, so I'll explain. "Chasing rainbows" is an old idiom meaning attempting the impossible - just like it would be impossible to catch a rainbow. Calling it a "neon rainbow" is just Jackson's way of relating the nature of his own impossible goal of being a successful musician through the bar circuit surrounded by neon lights. That's all. Great song!
