Well, it is to better understand the bomb's nature, which is why it is a "test" clip. That is why they set up all those figures, trucks, tanks, trenches etc. It was to better understand how a nuclear bomb would affect a battlefield, how the envioment would affect it, the fallout, the physics etc Many people theorized about the use of smaller nuclear bombs on the battlefield, so called "tactical nukes".

To test what happens with equipment. If bomb falls every soldier dies obviously. But it's good to know what equipment is completely trashed, what can be repaired and what had close to no damage.
