In soviet union women were considered equal to men, there weren't more sniper women, they just were. In other countries, women weren't emancipated yet.

+Mark Branham A few reasons, one of them being that the Soviet more or less mobilized anyone they could during the German offensive. Women also served in artillery, tanks, and aircraft, off the top of my head.
