Even according to the Judeo-Christian world view, a non-believer would still have value. One of the foundational pre-suppositions is our worth is not determined socially. No one can tell us 'you are worthy', for we are peers in creation. I think we can see this practically in the care for the disabled(ment/phys). That's all just to say that the song is trying to say, No matter how good we act or how perfect we consider ourselves to be, if we don't have love in our hearts and faith in a more perfect power than ourselves, all we are counts for nothing.
