Technically you're right, Norman was the composer of the original theme, but the director etc thought it was terrible, and had the orchestrator (Barry) make extensive changes to the piece. He was then asked to compose the following Bond films alone. I think this is why people give credit to both of them, but generally accept that Barry was the composer of the score that exists today.
