Remember the plot of 3 had the robot masters turning evil for no reason. then SURPRISE Wily is behind it. if you listen carefully non of the robot masters mention Wily at all so maybe even they don't know who is behind it. except maybe magnet man: sure my dad wants to rule the world. i don't know about elec man and the rest though.
