That guitar riff definitely also has a spy/James Bond style to it, and is at times almost surf/spaghetti western, which is why I think it resonated with so many people in a post-punk yet in a retro context kind of way.

I cheked it out and it's not. Those 9 note have the same rythm (w w w bbbbbw) but the melody is completly diferent. But anyway i think at the end you're right: it's like somebody would try to play Pipeline (wich is not a riff at all but a continuous melody) and end up with a killer riff...
