You can absolutely tell that Vai is playing both parts. While he is technically an amazing guitarist his playing lacks soul. He's fast. His technique is perfect. But it has no "feeling". If it were compared to food, Vai's playing is like the most perfect nutritional supplement while Vaughn's playing is like chicken & biscuits with gravy.
