Through earing this out and careful analysis of the fingerings (thanks for the closeups!) I find the tuning to be E B E A B F#. There was a songbook published for the album and it has music and tab for "SITS" but it says the tuning is E B E G# B E, which simply doesn't jibe with the shapes you can see Steve playing when the first chords start up. Apparently the transcriptionist eventually realized this too because when you get to the open harmonics at four bars from the end, what's written makes absolutely no sense. In other various recorded versions of the song, it's down a whole step from this, making the tuning D A D G A E.
