For all his personal issues, Sinatra was very shrewd about the songs he recorded, eschewing most of the frivolous stuff, which helped to burnish his image as a "serious" singer. Perry, who had the prettier voice, recorded a lot more fluff. Also, Sinatra's tabloidish personal life tended to keep him in the public eye even after his voice faded.

Think about this; While the great Frank Sinatra is often credited with popularizing the image of Italian-Americans, it was Perry Como who visited your house every week via his TV program. And, I can't think of any scandal or notoriety that ever attached to Mr. Como the way some issues stuck to Sinatra!
