No, because that is stupid. If I write a tune at 200bpm that happens to have a wobble in it, is it dubstep? Dubstep does not need wobbles, all it needs to be dubstep is around 140bpm, bass heavy and syncopated beats, beyond that, you can do whatever you want with it, but it has nothing to do with wobbles.
