To those wondering what this song is about, I think it was an outlet for negative feelings Morrissey had about multiculturalism. Up until this point in his career, he'd been a total lefty, so publicly speaking his mind about this issue might have been difficult for him at the time. Although he did so around 10 years later in that interview with the NME.I think Moz is sympathetic towards David, but puts him in a strange sounding situation in the chorus, that makes it sound as if the character is being mocked.
