Somewhat off-top, maybe, but I think that the closest thing that I found to Morphine is that of German band Bohren & Der Club of Gore - they're not exactly sound-alikes (much of B&DCG music is instrumental), but the vibe is very similar.

Listen to "Like a mirror" by Morphine. I like how Mark's most odd and most mysterious tunes are auto-referential. For example: song "Rope on fire" has the Lilah motive from "Lilah II". Also, Lilah is lyrically connected to the song "The night". It's like you're listening to the fragments of a distant and forever unknown story.

Mark Sandman was the frontman for the band Morphine, and he was also in the band Treat Her Right--so start off with those two. Also check out a group called A.K.A.C.O.D., they're very similar to Morphine/Mark Sandman--mainly due to the fact that it's pretty much the same band.
