The female dancer is Melissa Hurley who met David Bowie and got engaged to him on that tour. There's a part in the video where he is introducing her by song singing apropos lyrics considering their intimate real-life relationship. Later he broke up with her because the age gap was too much and he just wasn't that in to her. Of course he would meet Iman, the love of his life, a very short time thereafter.
