I don't think this is from the Judy Garland Show. The JGS always ended its episodes with the trunk in the middle of the stage, and they were broadcast in B&W. Plus, Judy was much thinner while filming her show than she is in this video. Just my opinion, though.

Was this special filmed in black and white then colorized in the 80s? It may have been broadcast in b&w on CBS, but it was filmed at NBC, which pretty much had gone full-color by 1962. CBS also had a history of showing Garland's specials in color, even though the network resisted color broadcast for a long time. I know her her weekly show was in b&w. Some of the directing choices, like the dramatic backlighting, would have looked really strange in b&w.
