P-MODEL has a similar sound, but I think they're like a Japanese version of Kraftwerk and New Order. Another great artist is Tommy february6. She's a contemporary J-pop singer, but she's more like an actual version of the sound of Rick Astley, Samantha Fox and Kylie Minogue (which is actually not a bad thing at all, give her a listen...her best song is "je t'aime je t'aime", I think you'll like that one).
