This genre of music is called Swing. It's from the band Royal Crown Revue and it came out of the 90's swing music revival. The first time was Big Band in the 20s then it came back in the 40s, then it came back again in the 90s. If you want more music like this check out Big Bad Voodoo Daddy, Cherry Poppin Daddies, Squirrel Nut Zippers and if you like their music, go to your local record store and look in the swing section
