I think "80s music" means 1981-1992 (and a few late 70s too), and if you think about it, that's pretty much when Phil was popular, so it makes perfect sense! I was 8 in '91 but I loved Phil as a kid too, and I agree with you. This was a really underplayed hit off We Cant Dance. I think it was also one of the last singles (in late 92 or early 93), and its actually much better than the sad sounding Hold On My Heart imo.
