It's not Kelly on bass. Louis Clark is also on keyboards along with Tandy, just the way it's supposed to be. Kaminski, Clark, Kaminski and Morgan was taken back into the band...sort of, for the 1986 mini tour, which included various tv-performances, such as this. Martin Smith is on bass. His stage appearance and looks at the time, could easily be compared to Kelly at the time.
