Of course that's total bollocks, "Department S" was a program on UK TV featuring Peter Wyngard who played a character called Jason King. "Is Vic there" was a phrase he used to always say when he phoned in to headquarters, subsequently he became renowned for saying it and it almost became a catch phrase within the series. ... and the song was born
