She hangs anchors over his neck is a metaphor about his own death, caused by his extreme love for her. She laughs because in his mind she doesn't love him as much as he loves her, and yet here he is giving his life for her even though she has already passed. cHerRy WaVeS Of course this is just my own theory on the song and it is an epic song. Deftones is the best damn band of all time in my eyes.

I think that this song is describing a relationship where this person loves someone who loves someone else and feels that they both share that displeasure of not being loved back "In a sea of waves, we hug the same plank." the plank could be referring to a person that doesn't show affection or emotion. Anyway, this person is telling the one he/she loves that if they ever find themselves in a low, that they'll be there for them and do whatever it takes to make them happy "If like you should sink down beneath, i'll swim down". But at the same time, the person is tired and frustrated because the person she/he loves is keeping them around only to constantly tease them, "you hanged the anchors over my neck, i liked it at first, but the more you laughed the crazier i came." and he/she's questioning what the loved one really wants "is that what you want?"...a lot like being in the "friend zone", to put it easier & i currently find myself in that position.
