Well yes all performances on TV are fixed. He was their and was actually singing (performing live) to the crowd, but when it was ran on TV they dubbed over his live performance. They do that to everyone with few exceptions. All videos are dubbed over. I can take hours, days to shot a music video, So yes the final cut we see on TV is always dubbed over. I don't believe they do that on David Letterman though.

In case you didn't know - now you do. Declans voice was so good that his range and purity was used to help autotune the "Autotune System". He's not autotuned trust us fan on that one. And in China they use his songs to teach their children how to speak English.
