I know David Bowie. I was there the night he wrote this song. Joe the Lion is Fee Waybill (Quay Lewd) of the Tubes. He was singing the song "Golden Boy" and spitting beer on the crowd. Then the Tubes played "White punks on Dope" Therefore the lyrics go "Joe the Lion (fee Waybill) went to the bar, a couple of drinks on the house and he said "I'll tell you who you are if you nail me to my car".
