I love the Beck songs where if you read about it after the fact (or before first listen) they sound like he wrote it off the cuff. He has an ear for what lyric can fit where needed. He can make it sound tongue in cheek but after many listens, it's an intricate thought out melody.

This has always been my least favorite beck song. The steel pedal has a lot to do with it but its also because he wrote the song on a whim because he didn't want to show up to a jam session empty handed. Sure, beck can do country and he should. But Rowboat sucks balls

This is a year old comment, and I'm not going to bother reading what all has been said, but I just want to say this: there are two types of 'great' artists that I know of—the conceptual/story-teller artist, and the iconoclast/experimental artist. Just to pick random examples, I think Willie Nelson would be the former, and Jimi Hendrix would be the latter. I feel Beck is too ironic to be the former, but one could argue (as tenagnek has) that he falls into the latter category.
