Although it is kinda difficult to actually tell for sure. According to the manga (which you said yourself you know) that 18 is indeed the weaker of the twins due to her power being suppressed. There's no denying 17 is stronger than 18, though I'm at a loose to definitively say 17 is faster than 18, because it is a bit of a toss up when it comes to whether 17 is faster than 18 or vice versa.

17 is stronger than 18, but 18 is the one that has slightly more speed than 17. Notice how Cell got more strength after absorbing 17 and more speed after absorbing 18. This is sorta what I had gathered when I read the actual manga and character bios of the androids.
