Rather, I was thinking of program designers and any others situated so as to contend for a vision, even though I actually wrote "almost everyone." Unintentional verbal imprecision there. Although even the average person usually has at least some inkling of how they think things ought to be, even if it is rough and patchy, and not well developed. And they'll contend for that view in at least some way, maybe only small, in their living.

I probably am giving them credit that they don't deserve, but I was referring to the designers of programs, and cohorts, not those embedded beneath who do the following. Even if the govt wants to force their ascendancy on the world at large or on its citizens, that is still a view of how things ought to be. The mind-reading phenomena may be related to defense and designed to preempt other nations from sudden gains in strategic dominance. That is still a vision, albeit arguably not a noble one.

To make the world the way they want it to be. Almost everyone wants to see their ideology triumph. Almost everyone thinks their vision of how things "ought to be" is accurate enough to justify the means. If they know what people are thinking they can manifest the world they want with infinitely greater ease. Other motivations include: idea theft, identification of "subversives", sadism, covert testing of technology, etc. World creation and vision/ideology ascendancy are probably primary.

The government can read your mind. What? Did you think they'd take out a billboard advertisement letting you know? Did you think it'd be aired on your local news program? See my playlists. They use it to stalk, harass, and torture. Yeah I know you won't believe it, because even though you (whomever) believe yourself to be open-minded, you're not, you mind is owned by schemas and scripts delivered to you by hollywood, public education, and social media.
