After reading the 358/2 days manga, I realized how sad this truly was. Roxas's confusion, being told everything Axel hid from him by Xion, then finding that he needs to destroy Xion, because she wants to. All this hitting him, it angers him, it makes him sorrowful, and he wants revenge. Then after, he forgets he even fought Xion, forgets her name, forgets who she is, her face, but he remembers one thing, her promise, the other promise, combined with his promise to axel, he gets two keyblades, oathkeeper and oblivion, oathkeeper representing the promise between Axel and Roxas, and Oblivion, the promise between Xion and Roxas. His one goal: Free Kingdom Hearts. But he meets with the impostor at Memory's Skyscraper, and is defeated by his darkness. It's so sad to know what happened to Roxas, and how he had to suffer it all at once. (Note: I believe Oathkeeper represents Axel and Roxas as he gains it when breaking out of the organisation, before he meets Xion, but after he made a promise with Axel. Then oblivion is Xion and Roxas, as he gains it after Xion was struck down by him.)

Xehanort's goal is to use kingdom hearts to cause another Keyblade War. I'm assuming this was just another failed attempt at summoning Kingdom Hearts. He does seem to have like 20 plans going on at the same time.

I can see it now. Xehanort tears Xion and Roxas out of Sora's heart and brainwashes them into being part of Organization XIII-2. Then Sora has to fight both of them at once, while they both scream about unfair it is that both of them had to die just to wake him up. And the fight fuses their two themes together just like Dismiss did for Terra and Aqua.

not entirely. there Roxas and Xion are pretty mucl living prison sentences for the rest of their lives. forced to watch sora do the things they've always dreamed of.
