Grass doesn't grow in plentiful amounts everywhere, and domesticated breeds of cattle require more nutrition than grass alone can supply. Oats, wheat, corn or some kind of grain would also have to be provided, and corn is cheaper and easier to produce than other forms of feed and gives more of a caloric bang for the buck, so you don't have to provide as much of it as you would of other feed.
