buddy holly never sang "sheila" nor did he write it, this is another case of a performer imitating someone else to get airplay (radio). another example is the song "lies" by a band called the knickerbockers, who imitated john lennon to get airplay. with many people still believing it's a beatles song, or thinking beatles are with them. this is tommy roe the song is from 1962 the clip is from the 70's, obviously imitating buddy holly who had already tragically died in very early 1959.
