No, it's a 19th century traditional sea shanty, a capstan shanty to be specific. That is, a work song done on board sailing ships, in this case whilst winding the capstan to pull on ropes and hawsers or for raising an anchor. Sadly they don't get the words right (it's "roll and go" not "roll on board", though I suppose the faux drunkeness is artistic licence.
