It has all the elements that is for sure. If we are talking about all the things that made speedmetal what it was later on then this song has it down: Fast drum beat, tremolo riffing, basswork, etc. I say this is the first bonafide speedmetal song and very reminiscent of what WOJ era Helloween, or fast as a shark era Accept would do, and those were ten years away when this came out.
