That guitar tone is def picking behind the bridge in conjunction with the ProCo Turbo Rat, that's my guess. Maybe with that Dunlop Hendrix Octave Fuzz too but I have that pedal and its typically got a more intense and gated tone. Also maybe his Sovtek Big Muff is active at this point as well...???

Custom made, but you can get the same noises with an MXR Carbon Copy, or generally any other analog delay.

Apparently, he had one custom made. But if you're looking for a similar effect, I'm sure there's other pedals, but I do know that the Ibanez DE7 Delay/Echo pedal is capable of an oscillating effect like heard in the intro of this song by setting the pedal to "echo" and it's 'repeat' setting to 10 and then manipulating the "delay time" setting.
