Simple. Good music, no matter what genre, to be considered art, should have a meaning, express something, whether is an emotion, a thought, a state of mind, a point of view... Another trace of really good music is that is usually creative, original, brings something new to the table, the individual perception of the artist... If doesn't have any of this 2 aspects and the the main purpose behind the creation is earning money then it's probably garbage. Well, at least is how I see it.
