i think it is about getting high ("the spot where the drunk never got to") and not really caring, at that moment, whether you die or not ("If I never surface, then it doesn't matter"). the ocean is a metaphor for the writer's sensation of being high ("rocks me gently silent, silent"). like the feeling when you're at that right place where you're at peace with and accept all the events, good and bad, of life.

An ocean is always moving and therefore creating noise. A common metaphor for "an ocean" is tears; an ocean of tears someone has cried out of pain or sorrow. "The sounds of silence" can, and probably does, mean death. So, logically, "An ocean that doesn't deserve the sounds of silence" can be translated into "A painful sorrow that doesn't deserve death." or something close to it. It makes sense to me. The only way to know for sure what it means is to ask whoever wrote it.

I dont think reasons for kicks in this song means kicks as if in shoes. I think it means kicks as if in "I get a kick out of.." In roses she is just saying I'd sell my shoes for one more low tar - the lows that addicts would go to to get their..well..kick!
