When sailor fathomed the depth of the sea they were in it meant they dropped a lead line to the bottom then counted the knots which gave them the depth (in fathoms). To fathom means go to bottom, or fullest extent. So to fathom the bowl meant going to the bottom (and empying) the punch bowl.

Fathom the Bowl means to embrace the container for whatever is holding your rum or brandy. A Punch Ladle is literally a punch ladle; something to scoop the liquid into a cup or mug. In tern "...Give me the punch ladle, I'll fathom the bowl." means pass me the ladle so I can scoop myself another mug of rum and I'll embrace it as I do it.

I think this is the best cut on the album, and that is really saying something. The album features Sting, Akron Family, Nick Cave, Bryan Ferry, Stan Ridgeway, I think the 2nd best cut is also John C Reilly: "My Son John."
