I believe that the lyrics were put as a blueprint on the melody as it happens frequently when a song is written. Sometimes they are weird like in MacArthur's Park and sometimes they don't seem to make sense like here. They could have asked Bernie Taupin to come up with something although it only matters to those who speak English.
