I'm not sure this is actually Mandy, sounds more like a rough Kylie guide vocal with no FX, such as double tracking and chorus which make KM sound like she does. Listening to the version released on SAW Gold it doesn't sound like an "official" mix, because the vocals are way to low and only some rudimentary reverb on it. It's plausible that they intended to use a Mandy vocal, and thought this was it.

love PWL so love Mandy but let's face it;Kylie's vocal are 100 times better on this one,might of course be a mix error or did on purpose but comparing to Kylie you almost can't hear Mandy on it!
