In the mid 90's eurodance, there were many of these cases, where there's a front-person lip-syncing the vocals on-stage and in musicvideos, that were originally sung by other vocalists. One of the most popular examples is E-rotic. The original vocalist Lyane Leigh did the vocals for many years after she stopped being the front-woman in the project. This was even more popular with the Italian-eurodance (Italodance) projects, like Jinny. Cappella for example.

Yes, it's Sandy Chambers. She (the black woman) was the real voice behind this track, and several other eurodance tracks from the 90's, such as Corona's 'Baby Baby', 'Try Me Out' and 'I Don't Wanna Be a Star'. I'm not sure what the name of the blonde woman lip-synching her vocals is in this video.
