The third verse is a tribute to those 100+ who died during the construction of Hoover Dam in the 1930s. I am speculating that Mr. Webb viewed the memorial at the dam when US Highway 93 crossed over the top of it. In the wake of security concerns after 9/11/2001, a bypass of the dam was constructed and completed in 2010. Since then, through traffic is no longer allowed through the dam, but an exit now allows visitors to approach it from the Nevada side.
