Although the song was made popular as See Line woman it was turned to Sea Lion but I think the original name when the song was more folk music was Sea Line or Sealine woman, what I think female prostitutes where called that waited for the ships to come into port. Sorry, but when things don't make sense I get OCD. The same way with the Brown Bess Musket, there are all these "proper" guesses at explanations for the name of the famous British Flintlock musket but I found a reference to literary use of the term "Brown Bess" (or Black Bess) in the period was simply a colloquialism for a "wanton prostitute". Now I think that it would make a lot more sense that the Redcoats, who were the sweepings of the British Isles, would find it an affectionate name to give their musket and the name would stick.

From Wikipedia: "Sea Lion Woman" (also "Sea-Line Woman", "See [the] Lyin' Woman", "She Lyin' Woman", "See-Line Woman", or "C-Line Woman") is a traditional American folk song originally used as a children's playground song.[1] The exact origins of the song are unknown but it is believed to have originated in the southern United States. It was first recorded by folklore researcher Herbert Halpert on May 13, 1939." Nina didn't write the song, she just popularized it.

I always took it as a reference to the mythological selkie, who wears the skin of a sea lion .
