Yeah, I see what you mean, but I think he's referencing Philippians 2:12-13 in that line. It seems like he's saying since God gave us salvation, or worked it into us by means of the Spirit, then it's our responsibility--with the Spirit's help--to "work out" the salvation God gave us as an ongoing work (i.e. sanctification) by obeying him out of love and respect for him until Christ returns.
