Yes, that is correct, it is a song about a young boy going to war, I don't know how you get a boy going to America from it. The Pipes are calling refer to being drafted to war, they would literally sound bag pipes back in the day to call you to war. Listen to a true Irish version of this song, it makes a reference about dying for Ireland, and saying a prayer over his grave.

this is a difficult song to carry off ,without it sounding totally maudlin , if it were not for Joans total vocal commitment it wouldnt have worked but it did ,at least for the first verse ,towards the end it started to sound well tiring ,she has such a stunning voice
